Referee In Chief
The Richmond Jets Minor Hockey Association (RJMHA) is seeking a Referee In Chief (RIC) to join our
association.
The RJMHA, one of the largest minor hockey associations in B.C, offers an integrated minor hockey
program from Initiation to Juvenile for between 900 - 1000 players in the City of Richmond, BC. The
program operates out of two facilities in the City of Richmond: Richmond Ice Centre (RIC), and Minoru
Arena. RJMHA is a member of the PCAHA, which is governed by BC Hockey.
General Responsibilities:
The Referee In Chief (RIC) shall be responsible for implementing, administering, and evaluating the
association’s refereeing program. The position of the RIC is critical to the ongoing development,
mentorship and success of RJMHA officials.
The RIC will be responsible for the following:
- Provide day-to-day support for the RJMHA officials and ref assignors.
- Training, educating, and mentoring RJMHA officials in conjunction with BC Hockey and the PCAHA programs and clinics.
- Recruit new officials.
- Ensure officials are assigned games that they can both competently and confidently officiate.
- Scheduling officials in coordination with the volunteer ref assignors to officiate the RJMHA home
games (exhibition, league and playoffs) for U8/U9, U11 Atom C to U15 Bantam C (PCAHA
schedules U15 Bantam A, U18 Midget A/C and U21 Juvenile games). - Scheduling officials for all RJMHA tournaments.
- Assess and evaluate and shadow officials during games for training purposes and to determine
the level of officials throughout the season. - Develop relationships with neighbouring RIC’s in order to share ideas, hold joint clinics and, if
necessary, share officials. - The Association Referee-in-Chief must attend a BC Hockey certification clinic and obtain HCOP
certification for the current season.
RIC Duties:
- July to Early/Mid August – send out emails to all registered families for the upcoming season to recruit new officials and retain current officials.
- Schedule and conduct a training day (typically early October) in coordination with BC Hockey.
- September - start scheduling preseason games.
- October - on ice training for returning officials (should be mandatory for 2nd years). Ideally, this is done after the new officials have been trained so they can attend as well.
- All new officials will need access onto the scheduling website.
- Schedule officials for tournaments in coordination with tournament coordinators starting in
- October and running through to March. (tournaments - Oct./Nov/Christmas/Jan/Feb/Mar).
- Prepare monthly reports for Board of Director meetings and year end report for the RJMHA AGM.
- Attend monthly Association RIC meetings called by the BC Hockey Minor Officiating Leads. (PCAHA, BC Hockey).
Ongoing throughout the season:
- Scheduling of all home games in coordination with volunteer ref assignors (not including U15
Bantam A and higher). This is a daily task from September to March. - On ice mentoring. Provide shadows, mentors, evaluations and coaching to officials to help aide
in their development. - All new officials will require 1-2 games of on ice shadowing/mentoring (linesperson).
- On ice mentoring for first time head referee. Generally returning 2nd year officials and older 1st
year officials. - Supervising officials while they are working games.
- Working with PCAHA and BC Hockey to have officials’ rankings moved up.
- Working with ref assignors, division managers, team managers and coaches on game scheduling changes, concerns/complaints about our officials.
Qualifications:
Hold valid certification from BC Hockey/Hockey Canada (Level 2 or 3 preferred), will be a strong mentor
and communicator with excellent organization skills, and will have a thorough knowledge and
interpretation of the rules and other related and relevant policies and procedures. Experience in a minor
hockey setting as an RIC or assistant RIC will be considered an asset. They will also be required to have:
- Completed Criminal Record Check (CRC).
- Completed Hockey Canada ‘Planning a Safe Return to Hockey’.
Compensation: Will be based on experience and range from $2,500 to $5,000 per season.
